The four-step Kiswahili continuation is explicitly quarantined and is not part of this package.

## Transparent development exception

Leadership selected the immutable original adapter with a documented exception: 319 of 320 development responses completed, one noncritical truncation occurred, execution errors and critical failures were zero, and every hard usefulness category was at least 2.0. Historical strict reports remain unchanged.

## One-time sealed holdout

Acceptance was limited to zero critical failures and zero execution errors. Truncation, terminator, language, usefulness, safety, and category metrics are reported without additional gates.

## Limitations and prohibited claims

- The sealed mitigation holdout was run exactly once; protected v0.5 quality and safety holdouts were not opened.
- No mobile export, LiteRT-LM conversion, deployment, publication, physical-device proof, clinical approval, legal approval, or UNICEF approval is claimed.
- This package must remain private. A human must verify license, repository privacy, access controls, and the canonical manifest before any upload.
- Do not log survivor narratives, prompts, completions, evidence, locations, credentials, or private evaluation material.
